Synopsys and China's Ministry of Science and Technology Sign Agreement for Tool Donation and Joint Promotion of Integrated Circuit Design Industry
Government-Sponsored Program Enables Startups to Develop Ideas
in Synopsys Design Environment
MOUNTAIN VIEW, Calif.--(BUSINESS WIRE)--March 17, 2003--
Synopsys, Inc. (Nasdaq:SNPS), the world leader in integrated
circuit (IC) design software, today announced an agreement with the
High Technology Research and Development Center (HTRDC) of the Chinese
Ministry of Science and Technology (MOST) to donate IC design tools to
the center. The agreement also includes the purchase of additional
Synopsys tools by MOST.
Synopsys tools will be used to support the construction of IC
design incubators in seven regions where major IC design industry
development is occurring, including Shanghai, Beijing, Xi'an, Chengdu,
Hangzhou, Wuxi and Shenzhen. The agreement delivers tools used by
advanced IC designers to address full system-on-chip (SoC) and ASIC
design flows, including implementation, verification and intellectual
property. Industry-leading tools from Synopsys' Galaxy(TM) Design and
verification platforms include VCS(TM), DC Ultra(TM), HDL
Compiler(TM), Design Vision, DFT Compiler(TM), TetraMax(R),
PrimeTime(R), Apollo(TM), Cosmos(TM), Hercules(TM), NanoSim(TM),
LEDA(R), Vera(R), Scirocco(TM), Star-Hspice(TM), Star-RCXT(TM), and
DesignWare(R).

are making to accelerate the development of incubators in China's key
centers of IC design."
Since early 2000, MOST has organized and implemented a project for
complex IC design through its High Technology Research and Development
Center and the "863" IC Expert Group. The core of the project is an
incubator program for IC design companies. Under the agreement with
Synopsys, the HTRDC and the "863" IC Expert Group agreed to endorse
and standardize an IC design flow based on the licensed Synopsys tool
set. Companies participating in the incubator program can use the
Synopsys design flow to develop and implement designs for China's
burgeoning IC market.
Since 1995, Synopsys has been helping to accelerate the growth of
the China IC design industry with its long-standing commitment to the

The High-Tech Research and Development Center (HTRDC) operates
under the Ministry of Science and Technology in the Peoples' Republic
of China. Founded in 1994, the HTRDC has been approved by the Central
Organization Committee of China. HTRDC undertakes various functions
